TLDR

Much of the information about a package comes from other sources - such as the package versions, but the rest can be managed from the package properties dialog
The site that a package belongs to cannot be edited after it is created
The user agreement is managed as part of the package, is the same for every version of the package, and is primarily used when a user manually installs a new version of the package.
You can archive and unarchive the package as a whole or individual package versions
You can edit the changelog and view the contents of old package versions, but you cannot change or re-use version numbers or edit the contents of old package versions.
You can also create a new draft version of a package from the package properties.
