TLDR

Packages can have multiple versions, but only 1 draft version
A version is composed of assets and dependencies. Each version has its own assets and dependencies
Only the draft version of a package can ever be edited. Once a version is activated it can never be edited again.
The changelog for a package is determined by the changelog for each non-archived version of the package.
